Yearly audits, reports, and a citizens' oversight committee would check the tax. A NO vote would let this parcel tax end.

Impartial analysis
CITY OF PALOS VERDES ESTATES CITY ATTORNEY’S IMPARTIAL ANALYSIS OF MEASURE “PVE” MEASURE ENACTING A SPECIAL PARCEL TAX FOR SIX (6) YEARS TO FUND LOCAL LAW ENFORCEMENT SERVICES AND TO PAY DOWN CITY UNFUNDED ACCRUED PENSION LIABILITY Under Measure “E”, passed by Palos Verdes Estates voters in April, 2018, the City currently levies an annual law enforcement services parcel tax at a rate of $342 per parcel plus 20¢ per square foot of building improvements located thereon. The tax started collection on July 1, 2018 and will expire on June 30, 2027, unless extended by voters. Measure “E” funds must be spent on City law enforcement service costs, including police salaries and benefits as well as law enforcement equipment. On July 28, 2026, the City Council voted to place Measure “PVE” on the November 3, 2026 General Municipal Election ballot. It proposes to extend the parcel tax for six (6) years, with a new expiration date of June 30, 2033. It also proposes to increase the tax rate, starting July 1, 2027, to $1,025 per parcel plus 20¢ per square foot of building improvements located thereon, subject to annual 2% automatic increases thereafter. The City Council may levy the tax at a lower rate in any particular fiscal year. The tax is estimated to generate $8,700,000 annually until it expires. Measure “PVE” also expands the purposes for which parcel tax funds may be spent. Starting July 1, 2027, Measure “PVE” would dedicate the first $1,000,000 of tax revenues each fiscal year to pay down the City’s unfunded accrued pension liability. The remaining tax revenues each fiscal year would be used to fund law enforcement services including police salaries and benefits, training of personnel, technology, safety and equipment costs, minor improvements, operation and maintenance of existing facilities. Revenues may not be used to acquire or lease real property or to construct new law enforcement capital facilities or major facility expansion projects. Measure “PVE” requires the City’s Finance Director to file a report with the City Council no later than July 1, 2027, and each year thereafter, showing (i) the amount of parcel tax revenues collected and spent and (ii) the status of projects/work funded with parcel tax revenues. Measure “PVE” requires the City’s Finance Advisory Committee to meet at least annually to review and audit expenditures of parcel tax revenues. The Committee shall verify that tax revenues are being spent for the law enforcement and pension liability purposes of this Measure and also review their impact on the City’s overall pension liability. The Committee’s results must be included in the City’s annual audit and reviewed by the City Council at a publicly noticed meeting. This parcel tax would be collected in the same time and manner and subject to the same requirements as other property taxes fixed and collected by the County of Los Angeles on behalf of the City of Palos Verdes Estates. A “yes” vote on Measure “PVE” will approve this parcel tax. A “no” vote on Measure “PVE” will not approve this parcel tax. The above statement is an impartial analysis of Measure “PVE”.
