Luzerne charter: ban insider stock trades, report ethics complaints
Luzerne County · Luzerne County County · November 3, 2026
The question on your ballot
Shall the Luzerne County Home Rule Charter be amended to require specifically that the Accountability, Conduct, and Ethics Code prohibit county elected officials and employees from engaging in individual stock trades or prediction market bets that are based on nonpublic information obtained in the course of their official county service and provide annual reporting of ethics complaints and stock trades involving county, state, and federal elected officials representing the county?
In plain language
A VoterDecoder summary of the official measure text.
The question asks Luzerne County voters whether to amend the County Home Rule Charter in two ways. The Accountability, Conduct, and Ethics Code would have to prohibit county elected officials and employees from individual stock trades or prediction market bets based on nonpublic information gained through their county service. The charter would also require annual reporting of ethics complaints and of stock trades involving county, state, and federal elected officials who represent the county. A YES vote approves both changes, and a NO vote rejects them.
