In plain language
A VoterDecoder summary of the official measure text.
The question asks Hanover Township voters whether to amend Section 3.10 of the Township Home Rule Charter to let Council Members take part in meetings remotely and count toward a quorum and vote. The official statement says the amendment removes the physical-presence requirement for quorum participation. Council Members would still have to be present at the meeting, either in person or virtually. A YES vote approves the change, which would take effect immediately, and a NO vote means the change is not made.
