Charter Amendment: Create New Independent Commission to Govern City Utilities
City of Luverne · November 3, 2026
The question on your ballot
Shall the Luverne City Charter be amended to establish a new governing structure with a new layer of city government for the Citys electric, water, and wastewater utilities by (1) creating a new five-member independent policymaking body to be called the Municipal Services Commission to consist of three elected members who must be City residents, one appointed representative of a large utility customer who need not be a City resident, and either a sitting Council Member or the City Administrator^ (2) creating a new employment structure under which the Commission would employ a General Manager to supervise and manage the Commissions operations and employees and existing City staff with responsibilities for the Citys utilities would be transferred to the authority of the Commission^ and (3) transferring most of the City Councils existing responsibilities for the management, operation, and supervision of the Citys utilities, including the authority to set utility rates, to the new Commission?
In plain language
A VoterDecoder summary of the official measure text.
This question asks Luverne voters to change the city charter. The change would create a new Municipal Services Commission to run the city's electric, water and wastewater utilities. It would have five members. Three would be elected city residents. One would be an appointed representative of a large utility customer, who need not live in the city. The fifth would be a council member or the city administrator. The commission would hire a general manager, and city utility staff would report to it. It would also take over most of the council's utility duties, including setting rates. A YES vote makes these changes. A NO vote means the charter is not amended.
