In plain language

A VoterDecoder summary of the official measure text.

Volusia County voters are asked to create a conservation land registry in the county charter. Land could be added to or removed from the registry by a majority plus one vote of the entire County Council. Removing land would require heightened notice. Property on the registry could not be conveyed unless the County Council determines the land is no longer needed for conservation. The measure includes exceptions for public purpose and takings by eminent domain. A YES vote creates this registry. A NO vote does not create it.
