In plain language
A VoterDecoder summary of the official measure text.
The Key Biscayne charter would require majority voter approval for large stormwater projects. The rule applies to any stormwater or flood prevention project. It covers projects estimated to cost over $50 million collectively within three fiscal years. It also applies when the work is split into separate projects or phases. A YES vote adopts this rule. A NO vote keeps the charter without it.
