Mountain View: change to council-manager government

Mountain View · November 3, 2026

The question on your ballot

Shall the Town of Mountain View's Home Rule Charter be amended to change the governance structure of the Town from a Council-Mayor form of government to a Council-Manager form of government; this means, among other things, that a town manager, appointed by Town Council, will be responsible for the general operations of the Town including supervising all Town departments and preparing an annual budget for Town Council approval?

In plain language

Mountain View Ballot Question 2B would change the town’s form of government from Council-Mayor to Council-Manager. A town manager appointed by Town Council would run daily operations, supervise all town departments, and prepare an annual budget for council approval. A YES vote makes this charter change. A NO vote keeps the Council-Mayor form of government.
