Glendale Ballot Question 2B asks whether the city should grant a franchise to Public Service Company of Colorado, which does business as Xcel Energy. The franchise would run from January 1, 2028, to December 31, 2048. It would let Xcel build, operate and extend the facilities it needs to provide utility service in and through the city.
