Porterville charter amendment: council vacancies

City of Porterville · Tulare County · November 3, 2026

The question on your ballot

Shall the City Charter be amended to require that vacancies on the City Council be filled by appointment of the City Council when less than one year remains in the unexpired term, and by a special election when one year or more remains in the unexpired term?

In plain language

Measure V would change the Porterville City Charter. The charter is the city's main set of rules. It is about how empty City Council seats are filled. A YES vote sets these rules: if less than one year is left in the term, the City Council appoints someone. If one year or more is left, a special election is held. A NO vote means this change does not happen.
