Impartial analysis

IMPARTIAL ANALYSIS BY COUNTY COUNSEL LOS MOLINOS UNIFIED SCHOOL DISTRICT MEASURE G The Board of Education of the Los Molinos Unified School District (the “District”) has placed Measure G on the ballot. Measure G includes the issue and sale of bonds of up to nine million eight hundred thousand ($9,800,000.00) dollars, issued by the Board of Education (the “Board”) of the District. The bonds shall be issued and sold with the purpose of raising money to address specific facility needs, in compliance with Article XIIIA, Section 1(b)(3) of the State Constitution and California Education Code Section 15264 et seq. The schools contained within the District include Los Molinos Elementary, Vina Elementary, and Los Molinos High School. The bonds will fund specific projects listed in the Bond Project List, including modernizing and upgrading old classrooms, restrooms, and school facilities; improving career technical education classrooms and labs; making safety and security improvements; constructing a new elementary gymnasium; upgrading deteriorating plumbing, sewer, heating, ventilation, and air-conditioning systems; and constructing new classrooms. No bond proceeds may be used for teacher or administrator salaries, pensions, or other school operating expenses. Further, the District will seek to levy, upon a 55% vote, an ad valorem tax upon those who own taxable property within the District to repay those bonds. The ad valorem tax would levy approximately fifty-nine ($59.00) dollars per hundred thousand ($100,000.00) dollars of assessed valuation of property within the District, generating on average approximately six hundred and eight thousand ($608,000.00) dollars annually while bonds are outstanding. The best estimate of total debt service, including principal and interest, is twenty million six hundred sixty-seven thousand and one hundred eighteen ($20,667,118.00) dollars. The final fiscal year in which the tax is anticipated to be collected is 2059-60. In accordance with and pursuant to California Election Code Section 15278 et seq., the Board shall establish an independent citizens’ oversight committee within sixty (60) days of the date that the Board enters the election results in its minutes. The committee will ensure that bond proceeds are expended only for projects listed in the Bond Project List. The Board shall also conduct or cause to be conducted an annual, independent performance audit and an annual, independent financial audit of bond proceeds until all proceeds have been spent. A “yes” vote will approve the issuance and sale of bonds to be repaid by an ad valorem tax. A “no” vote will not approve the issuance and sale of bonds to be repaid by an ad valorem tax. This Impartial Analysis is hereby submitted to the Elections Officials in conformance with Section 9280 of the Elections Code of the State of California. s/Margaret Long Tehama County Counsel
