Measure Q: Measure Q – City of Fairfield – Appointive City Clerk

City of Fairfield · Solano County · November 3, 2026

The question on your ballot

“Shall the Office of City Clerk be appointive?”

In plain language

Measure Q asks if the Fairfield City Clerk should be appointed instead of elected. Today, voters elect the City Clerk to a four-year term. The City Council put this measure on the ballot. A YES vote changes the city municipal code so the City Clerk is appointed, and no one would have to run for the office. The City Council would appoint the Clerk, or could delegate that power to the City Manager. The current Clerk, last elected in 2024, would stay in office until her term ends in 2028, and she would be eligible for appointment to the same position. If she resigns early, a replacement would also be appointed. An appointed Clerk would not have to live in or be a voter in the city. The City Council would set the Clerk's pay. A NO vote means the City Clerk stays an elected office.

If the incumbent City Clerk resigns before the end of her term, a replacement would also be appointed. An appointed City Clerk would not be required to be a resident or elector of the City , and will receive compensation in a fixed amount established by the City Council. This Measure was placed on the ballot by the Fairfield City Council and requires the approval of a majority of voters. A “yes” vote on this Measure amends Chapter 2 of the City Municipal Code in order to make the City Clerk position appointive, meaning no one will have to run for office for the City Clerk position .
