Impartial analysis
IMPARTIAL ANALYSIS BY COUNTY COUNSEL RED BLUFF JOINT UNION HIGH SCHOOL DISTRICT MEASURE H The Board of Education of the Red Bluff Joint Union High School District (the “District”) has placed Measure H on the ballot. Measure H includes the issue and sale of bonds of up to nineteen million ($19,000,000.00) dollars, issued by the Board of Education (the “Board”) of the District. The bonds shall be issued and sold with the purpose of raising money to address specific facility needs, in compliance with Article XIIIA, Section 1(b)(3) of the State Constitution and California Education Code 15264 et seq. The bonds will fund specific projects listed in the Bond Project List, including providing career and technical education facilities to train student for local jobs as nurses, EMTs, and firefighters; repairing and upgrading deteriorating classrooms and buildings; repairing drinking water systems and pipes; upgrading aging plumbing, electrical systems, bathrooms, and HVAC systems; and improving student safety and campus security systems. No bond proceeds may be used for administrator salaries, pensions, or other school operating expenses. Further, the District will seek to levy, upon a 55% vote, an ad valorem tax upon those who own taxable property within the District to repay those bonds. The ad valorem tax would levy approximately nineteen ($19.00) dollars per hundred thousand ($100,000.00) dollars of assessed valuation of property within the District, generating approximately one million six hundred thousand ($1,600,000.00) dollars annually while bonds are outstanding. The best estimate of total debt service, including principal and interest, is thirty-seven million six hundred ninety-five thousand eight hundred and seventeen ($37,695,817.00) dollars. The final fiscal year in which the tax is anticipated to be collected is 2050-51. The Board shall appoint a citizens’ oversight committee within sixty (60) days of the date the Board enters the election results in its minutes, to review and report on the proper expenditure of bond funds. The Board shall also conduct an annual, independent performance audit and an annual, independent financial audit of the bond proceeds until all proceeds have been expended for the projects list in the Bond Project List, along with public disclosure of spending. Approval of Measure H requires at least 55% of the votes cast on this measure. A “yes” vote will approve the issuance and sale of bonds to be repaid by an ad valorem tax. A “no” vote will not approve the issuance and sale of bonds to be repaid by an ad valorem tax. This Impartial Analysis is hereby submitted to the Elections Officials in conformance with Section 9280 of the Elections Code of the State of California. s/Margaret Long Tehama County Counsel
