Measure O: Municipal Code Amendment

City of Colton · San Bernardino County · November 3, 2026

The question on your ballot

Shall the office of Colton City Treasurer be appointive?

In plain language

Measure O asks if the Colton City Treasurer should be appointed instead of elected. Today, voters elect the City Treasurer to a four-year term. The current term ends in November 2028. State law says a change from elected to appointed must be approved by a majority of the city's voters voting at an election. A YES vote makes the Treasurer an appointed job. The City Council would appoint the next Treasurer when the current term ends in November 2028. There would be no election for the office in 2028 or later, unless voters change it again. The City Council would set the education and training rules for the job and would review the Treasurer's work from time to time. A NO vote keeps the Treasurer an elected office. It would be on the ballot again in November 2028.

Impartial analysis

CITY OF COLTON CITY ATTORNEY’S IMPARTIAL ANALYSIS OF MEASURE "__" CHANGING THE OFFICE OF CITY TREASURER FROM AN ELECTED TO AN APPOINTED OFFICE On March 3 , 2026, the City Council placed Measure " __" on the November 3, 2026 General Municipal Election ballot. Measure "__" asks Colton voters whether the position of Colton City Treasur er should be an appointed position or remain an elected one. If Measure "__" passes, the City Treasur er would be appointed by the Colton City Council and no longer elected by Colton voters. If Colton voters approve Measure "__", the City Council will app oint the next City Treasur er when the term of the current incumbent expires in November, 2028. Currently in Colton, an elected City Treasurer serves a four year term. The Office was last elected in November, 2024, is currently occupied by Mr. Michael Razo, and will expire in November, 2028. California law requires that general law cities, like Colton, have either an elected or appointed City Treasurer. However, a transition from an elected City Treasurer to an appointed City Treasur er must be approved by a majority of the City’s voters voting at an election. If Measure "__" passes and the position becomes appointed, the City Council will decide the minimum education and training requirements for the position and periodically review the City Treasurer’s performance. A "yes" vote on Measure "__" will convert the office of Colton City Treasurer into an appointed position and no election for the City Treasurer’s Office would be held in November, 2028 or future years unless and until changed again by Colton voters via another measure. A "no" vote on Measure "__" will leave the City Treasurer as an elected office whi ch would be placed back up for election in November, 2028. The above statement is an impartial analysis of Measure " __".
