MARINA 911 EMERGENCY, PUBLIC SAFETY, AND COMMUNITY SERVICES MEASURE. To ensure firefighters, EMTs, police officers, emergency operations, response to emergencies and natural disasters including earthquakes; repair and upgrade police/fire/city buildings; protect water supply; repair streets/potholes; and provide general city services, shall the City of Marina's measure establishing a 7% utility users' tax with low-income rates, generating approximately $3,830,000 annually until ended by voters, requiring spending disclosures, audits, all funds spent locally, be adopted?

In plain language

Measure Q would create a new tax in the City of Marina on the use of utilities. This is called a utility users' tax. A YES vote sets the tax at 7%, with lower rates for people with low incomes. The ballot question lists uses such as firefighters, EMTs, police officers, and response to emergencies and natural disasters. It also lists fixing and upgrading police, fire, and city buildings, protecting the water supply, fixing streets, and general city services. There would be spending reports and audits, and all funds would be spent locally. The tax would last until voters end it. A NO vote means the tax is not created.

Fiscal impact

The utility users' tax would be 7%, with lower rates for people with low incomes. It would raise about $3,830,000 a year for the city until voters end it.
