A VoterDecoder summary of the official measure text.
Proposition A would renew the Homer Accelerated Roads and Trails (HART) program for up to 20 more years, through December 31, 2047. The program funds reconstruction and new construction of local roads and trails, plus their ongoing maintenance, using a three-fourths percent sales tax. The current levy is set to expire at the end of 2027. A YES vote continues the sales tax for up to twenty additional years to fund these roads and trails. A NO vote means the levy is not continued and expires at the end of 2027.
Fiscal impact
Budgeted revenue from the three-fourths percent sales tax is approximately $2,300,000 per year. The official statement says this money is dedicated to building and maintaining roads and trails. The figure is a budgeted estimate described as approximate.
Official explanation
Background: The HART program was first approved by voters in October of 1987, with the intent of providing for reconstruction of local roads for 20 years. It was renewed by voters in October of 2006, who also added provisions for building new local roads and local trails. It is set to expire at the end of 2027 and reauthorization of the program for 20 more years requires approval by the voters of the City. On May 11, 2026, the City Council of Homer, Alaska, enacted Ordinance 26-23 submitting this ballot question to the voters of the City in the November 3rd election.
Purpose: The City of Homer Accelerated Roads and Trails (HART) program funds reconstruction of substandard city roads, upgrades to existing roads, construct of new streets and non-motorized trails and ongoing maintenance. Its purpose is to proactively maintain road conditions, manage long-term maintenance costs, improve access, support emergency repairs, enhance property values, and contribute to overall quality of life. Funding these projects through a dedicated fund has freed up general funds for other essential City services.
Key Provision: 1. Renewal of HART Program. This Proposition would renew the HART program for up to an additional 20 years, to expire on December 31, 2047.
FINANCIAL IMPACT STATEMENT
Budgeted revenues from the three-fourths percent (¾%) sales tax levy are approximately $2,300,000 per year dedicated to the construction and maintenance of roads and trails.
