Russ Wenham

Candidate for City Council (At-Large), Redding

Russ Wenham is a fifth-generation far-northern California resident and lifelong Redding native. He has spent 42 years working as a civil engineer, managing public infrastructure projects, government budgets, and complex land-development work throughout California. He previously served as Chair of the City of Redding's Planning Commission, where he worked on land-use decisions and encouraged citizen input into city planning.

Positions in brief

Wenham's campaign focuses on fiscal transparency, repairing Redding's roads and infrastructure, supporting public safety, and boosting local economic development, particularly by filling the Stillwater Business Park.

Wenham says Redding's spending has outpaced its income and wants stronger budget accountability, committing to spend public funds only where they produce measurable results. He wants to fill the vacant Stillwater Business Park and link job creation to housing and retail growth to retain and attract businesses. Drawing on his engineering background, he calls road maintenance a foundational responsibility that has been neglected, and proposes restructuring developer impact fees to pay for improvements without raising fees. He also commits to supporting the police and fire departments, pairing accountability on crime with compassion for people in crisis, and emphasizes fire-safety improvements.
