Matt Kilrain, known locally as "Boat Rat Matt," is a longtime Santa Barbara harbor-area resident who moved to the city in 1989. He has been a vocal waterfront advocate and previously ran for mayor in 2021. He says he is running again to help keep Santa Barbara the kind of place it was when he first arrived.
