Sara McDowell
Candidate for City Council (At-Large), San Carlos · City Councilmember / Mother
Sara McDowell holds a bachelor's degree from UC Davis and a master's degree in international affairs from George Washington University. She was first elected to the San Carlos City Council in 2018, and has served as the city's vice mayor and mayor.
Positions in brief
McDowell's priorities include housing at all income levels, permanent pedestrian-friendly improvements to downtown's Laurel Street, and preserving the region's fragile childcare industry.
McDowell has worked with the community on the city's Housing Element update to plan for housing at a range of income levels, recognizing it will be difficult for young families and seniors on fixed incomes to afford to stay in the Bay Area. She has championed permanent pedestrian- and bike-friendly improvements to the closed block of Laurel Street downtown, including the Harrington Park project. She has also called, alongside councilmember Adam Rak, for a holistic approach to developing the city's industrial and commercial east side, and has said the childcare industry is too precious to lose, calling for a clear city strategy to support it.
