Charles Stone
Candidate for City Council Member, Citrus Heights, District 2 · RETIRED LAW ENFORCEMENT
Charles Stone is a 25-year resident of Citrus Heights running for City Council District 2. He spent 26 years as an environmental investigator with the California EPA's Department of Toxic Substances Control, retiring from that role in 2025. He earned his law degree from the University of the Pacific's McGeorge School of Law in 2002 and was admitted to the California Bar in 2003. He served as a Lieutenant Colonel in the California Army National Guard's JAG Corps, including a deployment to Iraq in 2009-2010. He has been a member of American Legion Post 637 since 2010 and is a former Post Commander. He is married to Shannan, his wife of 27 years, and they have two adult sons.
Stone's single-page campaign site focuses almost entirely on public safety. He says public safety should be the city's highest priority and argues that reducing police staffing sends the wrong message at a time when crime is rising. He pairs this with a fiscal argument: he says the city can protect taxpayers while still funding the police department's staffing and resource needs, and he points to the city maintaining a 17% budget reserve while reducing police positions as evidence of misplaced priorities. He also emphasizes government transparency, saying he requested the city's official police statistics for 2024 and 2025 so residents can have honest, fact-based discussions about public safety. The site does not address housing, infrastructure, environment, or economic development.
