Yang Pao Thao immigrated to Merced from Laos with his family in 1991 and attended Merced public schools before earning a bachelor's degree in community health from Fresno State. He works as a marketing director for Vantage Financial Alliance. He previously served on the Merced Planning Commission and was appointed to the Merced City Council in December 2025.
