Motts calls for building "a strong, community-minded police department that is properly trained, staffed and equipped to protect" residents and businesses. She proposes "a robust, well-resourced Economic Development Department to bring in new businesses, good-paying jobs, and investment opportunities." She calls for stricter code enforcement against blight and neglected properties and a task force to "develop sustainable solutions focused on community pride," and wants to "develop a strategic Downtown Revitalization Plan that builds a vibrant, safe and sustainable downtown," leveraging the San Joaquin River as an asset.
