David Mourra
Candidate for City Council (At-Large), Emeryville · Emeryville City Councilmember
David Mourra has lived in Emeryville's North Hollis neighborhood for over a decade. He works as an engineer and project manager in the biotech industry, serves as treasurer of his homeowners' association, and sat on the city's planning commission reviewing proposed developments before his election to city council. He was elected to the Emeryville City Council in 2022 and was later elevated by his council colleagues to serve as mayor.
Positions in brief
Mourra's platform centers on safety and infrastructure, protecting Emeryville's sanctuary city status, supporting small local businesses, and addressing the regional housing shortage while expanding parks and bike/pedestrian connections.
On safety, Mourra points to protected bike lanes, wide sidewalks, adequate lighting, and robust city services, and highlights his support as a council member for legal action against federal immigration enforcement to protect the city's sanctuary status. On small business, he backs continuing outdoor dining and parklets to keep local restaurants, bars, cafes and galleries active. On housing, he supports building under the state's Pro Housing City framework and argues growth can fund more parks and bike/pedestrian connections. In an earlier candidate questionnaire he also said the police department, at over 30% of the city budget, did not appear understaffed based on his own experience, and that he supports examining how development bonuses are weighted toward family-sized housing units and permanently allowing outdoor dining and sidewalk alcohol service.
