After his military service he worked full-time at Qualcomm while earning a bachelor's degree in information technology and business management, and later secured a Communications Security account manager position for the Department of Defense; he currently works in information security at the U.S. Naval Computer and Telecommunications Station San Diego. Positions in brief
Horsley is focused on housing affordability, road maintenance, park upgrades, and support for first responders and code enforcement.
Horsley supports expanding housing supply through market-rate development and pre-approved accessory dwelling units to help residents afford homeownership, and wants code enforcement used to hold landlords to adequate rental standards. He prioritizes road maintenance and congestion-reducing upgrades, park improvements such as shade structures, and competitive compensation for police and firefighters. On homelessness, he supports providing services while preventing neighboring cities from relocating their unhoused residents to Escondido.
