Judy Ennis
Candidate for City Council Member, Davis, District 1 · Commissioner/Nonprofit Director
Judy Ennis began her career as a classroom teacher before moving into education policy work in Washington, D.C., where she worked with states across the country to improve school funding and expand childcare and preschool access. She holds a master's degree from Teachers College at Columbia University. After recognizing connections between family stability and housing security, she shifted her professional focus to housing and community development in Davis, where she founded the Davis Community Action Network (DCAN), a volunteer group addressing housing and climate solutions. She has served on the city's Social Services Commission since 2019, as both chair and vice chair, as well as on the General Plan Commission and, for two terms, the Davis Joint Unified School District's Parcel Tax Oversight Committee. She has also served as PTA president and School Site Council chair at her children's elementary school.
