Herb W Morgan

Candidate for State Controller

Herb W. Morgan is a San Diego investment executive. He is the Republican pick for state controller. The vote is set for November 3, 2026. Per his campaign biography, Morgan arrived in California on his first birthday, in 1967. He grew up in Westminster and Oceanside. He went to local public schools there. He graduated from UC Santa Cruz. Candidate-guide listings report a 1988 degree, in economics. Morgan spent about four decades in the investment field. He founded a San Diego firm, Efficient Market Advisors, or EMA. EMA managed ETF-based portfolios early on. In March 2017, a firm called Cantor Fitzgerald said it would buy EMA's asset unit. That unit then held about $1.1 billion in client assets. His campaign says the firm grew to $1.5 billion under him. Morgan stayed on there. He became a senior director and chief investment officer at the EMA unit. His campaign says he retired recently. That came after nearly ten years in that role. His public-sector work has been appointed, not elected. San Diego's mayor, Jerry Sanders, named him to a pension board once. That board runs the city employee retirement fund, known as SDCERS. He sat on four of its panels: investment, governance, audit, and disability. Fellow board members twice picked him as its chair. No prior elected public office was found. Morgan runs on a theme of transparency. He also stresses accountability and fighting fraud. He advanced from the June 2, 2026 primary. He placed second, of three hopefuls, with 3,244,252 votes (37.5%). He now faces incumbent Malia M. Cohen, a Democrat. She led the primary, with 4,909,613 votes (56.8%). His backers include the state GOP. They also include the California Republican Assembly and several county GOP groups. The McClatchy/Sacramento Bee editorial board backed him in the primary too. Morgan has been married for 33 years. He has two grown kids. As of late August 2026 he remained an active candidate. He appeared in news coverage on August 20, 2026. Home: San Diego area, California. Job: Retired investment executive. He founded Efficient Market Advisors. He was later chief investment officer at its Cantor Fitzgerald unit. Prior office: No prior elected office was found.
