Candidate for City Council Member, Los Angeles, District 3 · Valley Businessman/Parent

Timothy K. Gaspar is a lifelong resident of the West Valley who grew up in Canoga Park and attended local public schools before graduating from El Camino Real High School, Pierce College, and California State University, Northridge. In 2008 he founded Gaspar Insurance Services, which grew into one of the largest independent insurance firms in Los Angeles and the San Fernando Valley, employing more than 60 staff and serving roughly 11,000 clients, before he sold the company. He has served on the boards of Discovery Cube Los Angeles, the Metropolitan YMCA of Los Angeles, the Viewpoint School board, the Woodland Hills/Warner Center Chamber of Commerce, and the CSUN Nazarian School of Business. He says he has secured more than $350,000 in nonprofit funding and established the Timothy Gaspar Entrepreneurship Scholarship at Cal State Northridge.

Positions in brief

Gaspar's platform centers on increased police and fire staffing, a more enforcement-focused approach to homeless encampments, visible basic-services improvements, and opposition to rent control.

Gaspar says keeping neighborhoods safe is one of the clearest tests of whether city government is doing its job, and he supports increasing police and fire staffing to improve emergency response; he has also criticized calls to defund the police. On homelessness, he supports quicker action on encampments and clearer accountability for how public money on homelessness is spent, combined with enforcement, services, and housing. He wants to focus on basic city services that people can see working day to day, like better-maintained roads, less traffic, and cleaner neighborhoods. He opposes rent control, saying it drives up prices and leads to poorly maintained rental housing. He has said he would not have supported a recent city budget because it did not put enough money into law enforcement. He has said he opposes ICE raids and supports immigrants who are working hard to build a better life.
